Southern Tier Environments for Living, Inc. (STEL) has more than 25 years experience developing and managing housing for persons with mental illness.

STEL was the first non-profit organization to use Low-Income Housing Tax Credits to finance the construction of licensed New York State Office of Mental Health (OMH) housing.

In addition to tax credits, STEL has obtained additional funding from the New York State Housing Trust Fund, the Federal HOME program, Community Development Block Grant (CDBG), the Federal Home Loan Bank, and the Homeless Housing Assistance Corporation for its projects.

STEL is a strong, willing partner with the experience and technical expertise needed to see a complex project to completion. STEL has long standing positive relationships with the OMH, the Division of Housing and Community Renewal (DHCR), banks, construction companies, architects and investors to ensure your project can move quickly from concept, to application, design, and construction completion. STEL has earned the highest rating of DHCR with respect to compliance monitoring and management of existing projects. As such STEL can assist you in putting into place the management procedures you will need to ensure a smooth relationship with this important source of financing.

We have experience in overcoming the difficulties of using OMH funding together with DHCR funding. We are skilled at structuring developments that work for non-profits, serving persons with special needs. We look to develop long term relationships with other non-profit housing providers to improve the quality and amenities of housing resources. A range of services are available, from simply acting as application consultants, to co-developing a project, to handling every aspect of a project including obtaining all sources of financing, construction management, project rent up, compliance monitoring and management.  

STEL, Inc., has developed over 340 units of housing.  We have obtained funding for several organizations and have co-developed several real estate projects.

• 75 unit single room occupancy (SRO) project licensed by New York State Office of Mental Health (NYS OMH) in Buffalo, NY.
• 24 unit adult home project licensed by New York State Department of Health (NYS DOH) in Town of Pomfret (Fredonia), NY.
• 38 unit single room occupancy (SRO) project licensed by New York State Office of Mental Health (NYS OMH) in Ithaca, NY.
• 33 unit apartment building in Brooklyn with 25 of the units being for persons with mental illness.
• 113 units of housing primarily for persons with mental illness, in Rochester, New York.
